build: force BuildKit in Makefile so RUN --mount cache works on Linux

Legacy Docker builders fall back without BuildKit and fail on
`RUN --mount=type=cache`. Export DOCKER_BUILDKIT and
COMPOSE_DOCKER_CLI_BUILD for all make targets.
